The Sikkim Government has unveiled a ₹18,455 crore Budget for the financial year 2026–27, outlining a development roadmap that prioritises infrastructure, sustainable tourism, healthcare, education and fiscal responsibility. The Budget aims to accelerate the state's long-term vision of becoming a high-income economy under the 'Viksit Sikkim @2047' initiative.
Gangtok: A major highlight of the Budget is the allocation of ₹5,896 crore for capital expenditure, reflecting the government's focus on creating durable public infrastructure. Planned projects include the construction of nearly 570 km of climate-resilient roads, upgrades to the state's power distribution network, development of satellite townships around Gangtok, and improvements to urban infrastructure.
Tourism has emerged as one of the key growth sectors in the Budget. The government has proposed landmark projects such as the Bhaleydunga Ropeway and Skywalk, the Singshore adventure tourism project, upgraded visitor amenities at Nathula, and several eco-tourism initiatives designed to enhance the state's appeal among domestic and international travellers.
To strengthen business events and destination weddings, the state also plans to establish a world-class convention centre along with the Swarna Jayanti Integrated Sports and Cultural Village, further diversifying Sikkim's tourism offerings.
Healthcare has received significant attention in the new Budget. Key initiatives include operationalising Sikkim's first Government Medical College with 100 MBBS seats, launching the state's first renal transplant programme, expanding HPV screening for women, and introducing fertility treatment services at STNM Hospital. These measures are expected to improve access to advanced healthcare within the state.
The education sector has been allocated nearly 15% of the total Budget, with proposed reforms focusing on private universities, vocational education and skill development to improve employability and prepare students for future workforce demands.
The Budget also includes measures to support agriculture by lowering the effective interest rate on eligible Kisan Credit Card crop loans to 1% through an additional state subsidy. The government has also reaffirmed its commitment to reviving large cardamom cultivation under the 'Mero Alaichi, Mero Dhan' mission.
On the fiscal front, the government has reiterated its commitment to prudent financial management by maintaining sustainable debt levels and expanding digital governance through e-budgeting, e-payments, e-sanctions and Aadhaar-enabled direct benefit transfers. These initiatives are aimed at improving transparency, efficiency and accountability in public spending.
Despite challenges such as difficult terrain, climate change and connectivity constraints, the Budget outlines a comprehensive strategy centred on infrastructure development, institutional reforms, human capital and sustainable tourism. The government believes these investments will strengthen economic growth while positioning Sikkim as one of India's leading mountain tourism destinations in the years ahead.
